Trest-2 has won the tender for general contractor held by NWPC in February. Sergei Fedorov, Chairman of Board of Directors of NWPC and Acron Vice President, speaks about this choice.
Construction means people. From the very beginning, as soon as we took the first steps at developing the Oleniy Ruchey deposit, I knew that you can develop the project, pass all the inspections, even find means to finance the MPC’s construction, but it takes highly skilled, experienced workers to build it. In May, 2007 we were already looking for a potential contractor at Murmansk region, and we started to work with them beforehand. We had hoped to revive Apatitstroy, one of the region’s oldest construction organizations, which was one of the first to construct local infrastructure, specifically roads. Unfortunately, we were unable to prevent Apatitstroy’s bankruptcy. We have started a new construction organization on the basis of LLC Makosh. This new organization has successfully executed a variety of projects and is responsible for various facilities at the MPC site, but at the same time it is a young, inexperienced company. True, Makosh has received new construction equipment — KamAZes, loaders, excavators, a cement truck and two more cranes that have arrived recently; it has access to three concrete mixers at the MPC site and in Apatity, and can store about three tons of concrete at the same time. But those are just the elements of successful work, not success itself. The most important thing is people, professional construction workers. That’s why we preferred to work with outside companies when choosing the general contractor, two companies with corresponding licenses and a lot of experience leading large industrial projects, both prepared to perform as general contractor.
The tender was held between Construction Bureau No. 22 Spetsstalkonstruktsija (MU-22 SSK, Moscow) and Trest-2 (Nizhniy Novgorod). Both organizations have a lot of experience, run high capacity production facilities for metalwork production, and perform installation of metalwork. So many different criteria were considered when choosing the general contractor, such as the volume of construction and assembly work executed in 2010, the total amount of disbursed funds, and the availability of equipment, personnel and licenses for various types of works. All these criteria revealed that Trest-2 has significant advantages. The company performs all types of work, from preliminary and main work to metalwork and equipment assembly. It can provide the construction site with 24-hour manpower. Its highly qualified experts and workers can perform highly complex tasks. Trest-2 is currently constructing one of the most difficult facilities, the tailing dump. After considering these and other advantages, Acron’s Administrative Board decided to sign a general contract for the Oleniy Ruchey MPC site’s construction with Trest-2.
It is now very important to establish single-point management at the MPC site. The pre-commission period promises to be busy, with intense work and up to 1,500 people involved in the construction by summer. Trest-2, with about 1,000 people, has the potential to increase the number of workers at the Oleniy Ruchey MPC site, using both internal employees and an external workforce.
Having a general contractor makes it possible to use power and transport more rationally, optimize the use of construction equipment at multiple facilities, and deploy contracting organizations to separate facilities and separate types of work. This approach gives contracting organizations more incentive to perform and complete work on time while also reducing expenses and risks in the final stage of construction.
NWPC’s plan is for the general contractor to collaborate with the TOMS engineering institute and NWPC’s capital construction board. This is challenging but interesting work, and the choice of a general contractor is just a first step on this road.
